URBAN MANAGEMENT
SUBCOUNCIL MANAGER
TCOE SALARY COMMENCING FROM R1 094 320 PER ANNUM • REF.: UM 17/19
Key Performance Areas: • Administrative management of the Subcouncil • Financial management, preparing capital and operating estimates as well as control of expenditure against approved budget allocations • Ensure effective public participatory implementation and processes • Promote stakeholder participation in affairs of the Subcouncil • Coordinate service delivery complaints from the general public, manage customer relations and enhance partnerships in communities • Ensure that the City’s Community Based Vendor Programme for Subcouncil is implemented, facilitated and supported through corporate guidelines • Develop, coordinate, collaborate and implement programmes and projects with stakeholders • Liaise with Line Directorates within the Municipality to render service delivery • Identify development gaps and development priorities and implement/coordinate development initiatives to enhance an effective customer-centric working model • Advise the Subcouncil Chairperson at Subcouncil meetings.

Candidate Requirements
Requirements: • A relevant Bachelor’s degree coupled with a minimum of 5 years’ community development experience within Public sector/Government organisations or non-profit organisations at a leadership/management level • Demonstrated experience in managing a team • Sound knowledge of legislation applicable to Local Government or Public services • Acquired knowledge of leading/managing community development programmes in the public sector or non-profit organisations • A valid driver’s licence.
